The “Seminar on organization and implementation of rural clean water supply and environmental sanitation” was held by the National Centre for Rural Water Supply and Sanitation on March 27th, 2008 in Ha Noi. The Deputy Minister of Agriculture and Rural Development, Mr. Dao Xuan Hoc and nearly 120 delegates from Organization and Personnel Department, Water Resourses Department - Ministry of Agriculture and Rural Development and representatives of the Centres for Rural Water Supply and Environmental Sanitation from 55 out of 64 provinces and centrally-run cities participated in the seminar.
At the seminar, the NCERWASS made a notice on Decision No. 45/2008/GD-BNN dated March 11th, 2008 of the Ministry of Agriculture and Rural Development stipulating the functions, tasks and organizational structure of National Center for Rural Water Supply and Environmental Sanitation. Also, the seminar gathered delegates’ constructive ideas about 3 drafts: Interministerial circular on guiding local professional bodies’ functions, tasks and organizational structure; Decision on socializing rural water supply and environmental sanitation activities; Interministerial circular of MARD - Ministry of Home Affairs on guiding the ranking of administrative units, public services in agriculture and rural development. Contributiive ideas focused on proposing MARD to early promulgate documents guiding general organization system for CERWASS in provinces as well as to supplement functions, tasks in rural water and environmental sanitation for district-level and commune-level officers.
Addressing at the seminar, Mr. Dao Xuan Hoc asked the central-to-local system of CERWASS to focus on immediately reinforcing organization system; to pay attention to O&M of facilities; to promote socialization and to develop education activities, improving thes community’s awareness with a view to contributing to the effective implementation of National Target Program - Phase 2 (2006-2010).
