For the purpose of inspecting and assessing the implementation of National Target Program for Clean Water Supply and Rural Environmental Sanitation, the Ministry of Agriculture and Rural Development (MARD) has designed and issued the Set of indicators for monitoring and evaluation of rural clean water and rural environmental sanitation in accordance with Decision No. 51/2008/QD-BNN on issuing the Set of indicators for monitoring and evaluation of rural clean water and rural environmental sanitation together with the Set of indicators including 14 indicators developped by Branch and Program/Project all over the nation.
The Set of indicators is built on the basis of the existing mornitoring and evaluation systems of Branches and the mornitoring and evaluation system developed by National Centre for Clean Water and Rural Environment (NCERWASS) 2005-2007 with the assisance of United Nations Children’s Fund (UNICEF).
MARD has also promulgated Decision No 1775/QD-BNN-TL dated June 12th, 2008 on implementation of the Set of indicators for monitoring and evaluation of rural clean water and environmental sanitation nationwide.Under the decision, National Centre for Rural Water Supply and Environmental Sanitation is assigned to implement the Set of indicators for monitoring and evaluation (M&E) of rural clean water and environmental sanitation and the Water Resources Department is assigned to perform state management in direction, inspection and monitoring of the implementation of the Set of indicators for M&E of rural water supply and environmental sanitation.
On the basis of the assigned tasks, NCERWASS shall cooperate with the Water Resources Department, International Cooperation Department/Coordination Unit of Water supply and sanitation Partnership to mobilize financial support for implementation until 2010, including 04 stages:
Stage 1: Introduction of the Set of indicators for M&E of rural water supply and environmental sanitation
Stage 2: Finalizaiton of tools and implementation process
Stage 3: Implementation
Stage 4: Improvement of mornitoring and evaluation system
