Under the Joint Circular, the Government shall increase the financical support for some facilities under this Program. For poor households, households in disadvantaged communes, ethnic minority and mountainous areas, coastal and island areas, frontier communes, the maximum budget support for rural environmental sanation facilities is 1,000,000VND/household (compared to the former amount of VND500,000/household). For households in other regions, the maximum level is 800,000VND/household (compared to the former amount of VND300,000/household). For households participating in husbandary waste treatment model in accordance with the new regulations, the Government shall increase the support to 1,000,000VND/household from 400,000VND to 600,000VND/household.

Apart from financing construction expenses, the Government will also support for upgrading and expanding clean water supply facilities, including facilities supplying water for schools, clinics, markets, and public facilities and headquarter of Commune People’s Committee in rural areas; border posts and border line inhabitants.

In terms of funding for piped clean water supply facilities, the Government shall finance the amount not exceeding 45% to township and semi-town areas; not exceeding 60% to coastal and delta areas; not exceeding 75% to other rural areas in accordance with facilities estimates approved by the authorities etc.

Households which have been funded for environment improvement from Program 135, Stage II under Decree No 112/2007/QD-TTg dated July 20th, 2007 by the Prime Minister will not be finaniced for constructing sanitation facilities under this Program.
